Gezegenimizde irili ufaklı 30.000 farklı dil konuşulmaktadır. Bunların bir kısmının 25-30 kişilik kabilelerde geçerli birkaç yüz kelimelik diller olmalarına karşın bir kısmı da dünyaca yaygındır. Dünyaca yaygın dillerden biri de Türkçemizdir. Türkçemiz okunduğu gibi yazılan ya da yazıldığı gibi okunan, dilbilgisi kolay ve mantıklı, abecesinde kafa karıştıran harfleri olmayan bir dildir. Desimal duzene en mantıklı uyum sağlayan dildir. Bir, iki,... dokuz; on, o bir, on iki,...; on dokuz;... doksan, doksan bir, doksan iki,... doksan dokuz,... Bu uyumlu sayma ve dil duzeni örneğine bir eş daha bulamayız. Bu husus ABD’de son yıllarda en çok satılan Being Digital isimli kitapta teyit edilmekte ve Türkçe, uluslar arası bilgisayar için en uygun dil olarak tanımlanmaktadır.

Bunu göremediği için, “Türkçe bilim değildir...” diyen YÖK başkanımız, neden onu bilim dili yapmak için hiçbir işlem yapmıyor, daha hangi makama yükselmeyi bekliyor?

İngilizce ve Rusça gibi dillerin konuşulduğu ülkelerde, yabancı dillerdeki yayınları anında kendi dillerine tercüme edip, daha 20-25 yaştaki araştırmacılarının yayınları anında kendi dillerine tercüme edip, daha 20-25 yaştaki araştırmacılarının ellerine sunan merkezleri vardır. Böylece, bu merkezi kuramayan ülkelerin gençlerine oranla, onların gençleri, ana dillerinden başka dilleri (ki hepsini öğrenmek zaten imkânsız) öğrenmek için zaman harcamak yerine, gelişmeleri, yenilikleri kendi ana dillerinden takip ederek zaman kazanmaktan başka kendi dillerine yeni kelimeler de kazandırmaktadırlar.

Lisan öğrenmeye karşı değiliz, ancak insanlar kendi ana dillerinde daha kolay öğrenirler, yaratıcılık ana dille olur. İnsanlar rüyalarında bile ana dillerini kullanırlar. Bu nedenle ana dilimizde eğitim esastır, böylece ana dilimize yeni terimleri de yerleştirmiş oluruz. Örneğin bir uzay mekiği ile 1.500 yeni kelime İngilizceye girmiştir. Bunların Türkçe karşılıkları bize yasak mıdır? Bunları kim Türkçeleştirecektir? Yabancı dil öğrenmek elbette güzel bir iştir ama, bir yabancı dil bilmek, bilim adamı olmak için, bugünkü koşullarda gerekli koşul gibi görünüyorsa da yeterli koşul değildir.

Yabancı dil hayranlığımız tabelâlarımıza kadar inmiştir. (Hotel, motel, hospital, market, restaurant...) Taşradan gelen sadece Türkçe bilen bir Türk vatandaşını Bilkent Plâza’ya bırakırsak yabancı bir ülkede olduğuna inanır. Bunun yanında dilbilgisi yapısı bakımından Türkçemizle mukayese edilemeyecek kadar düzensiz olan ve bilim dili sayılan dillerin sahipleri bizim yaptığımızın aksine, dillerini koruma ve geliştirme kanunları çıkarıyorlar. (Örneğin 1994’de Fransa’nın çıkardığı dil kanunu) Eğer dilimize sahip çıkmazsak, dün bir bilim dili olan ve sahip çıkılmadığı için bugün ölü sayılan Lâtince gibi, yarın bizim 10000 yıllık mazisi olan Türkçemiz de unutulur.

Bu konuda çeşitli ortamlarda (evrenkent(universite), TV, konferans, MEB ve YÖK seviyesindeki toplantılarda) bir “Millî Tercüme Merkezinin Kurulması”na işaret ediyor konusmacilar zaman zaman. Bu hususa hiç sahip çıkan olmuyor. Böyle bir merkezin kurulması bir kişinin, bir evrenkentin işi olamaz. Ama böyle bir merkezin kurulması dilimize ve milletimize en iyi hizmetlerden biri olur.

Program kelimesi sözcük kaynağı olarak belirli şartlara ve düzene göre yapılması öngörülen işlemlerin bütünü anlamına gelmekte ve ayrıca izlence olarak tanımlanmaktadır. Ancak günümüz Türkçe kullanımı içinde genel anlamı, yapılacak bir işin bölümlerini, bu bölümlerin sırasını ve zamanını gösteren tasarı, planlama şekline dönüşmüştür. Bu sebeple okullarda, haftanın belli günlerinde, belli saatlerde verilecek dersleri gösteren çizelgelere; tören, gösteri, gezi vb.nin öngörülen ayrıntılarını gösteren basılı kâğıtlara; siyasi partilerin, toplumsal örgütlerin veya hükümetin açıkladığı ana ilkelerin tümüne de genel olarak Program ismi verilmektedir.

Ayrıca Adolf Hitler'in Alman devlet politikasını yayınlandığı 25 Maddelik Kanun hükmünde kararnameye Program adı verilmektedir.(Tarihte ilk defa Kanun hükmünde kararnameyi uygulayanda Adolf Hitler'dir)Daha sonra emrindeki bir subay tarafından Hitler öldükten sonra kitap haline getirilerek global okuyucu önüne çıkartılmıştır.

Program teriminin bir diğer önemli kullanım alanı da bilgisayar bilimindedir. "Bilgisayara bir işlemi yaptırmak için yazılan komutlar dizisinin bütünü veya bir kısmı" olarak tanımlanan terim, yalnızca günlük hayatta kullanılan bir bilgisayar terimi olarak kalmamış aynı zamanda bazı programlama dillerinde bizzat bir standart olarak teknik terim haline gelmiştir (Örneğin : FORTRAN 90 dili dahiline alınmış PROGRAM terimi, yazılan bu programın bilgisayar tarafından nerede başlayıp nerede bittiğini anlaması için kullanılmaktadır:

This rich diversity is mostly owed to Turkey's former status as a multiethnic empire which, de facto until the loss of Libya to the Kingdom of Italy in 1912 (and de jure until the official loss of Egypt and Sudan to the British Empire in 1914, as a consequence of the Ottoman government's decision to join the First World War on the side of the Central Powers) spanned three continents: Europe, Asia and Africa. The present-day Republic of Turkey, which succeeded the Ottoman State in 1923, is still a transcontinental country that spans Europe and Asia.

Turkish culture - Who are the Turks?

The question "Who are the Turks?" does not have an easy answer. At the turn of the 20th century the Ottoman Empire was a multinational state extending over three continents. This page limits its discussion to the borders of the Republic of Turkey (founded in 1923). The location of the pictures are given with the name of the city or as a region, in case the source does not mention it.

Turkish culture has undergone profound changes over the last century. Today, Turkey may be the only country that contains every extreme of Eastern and Western culture (along with many compromises and fusions between the two). The Ottoman system was a multi-ethnic state that enabled people within it not to mix with each other and thereby retain separate ethnic and religious identities within the empire (albeit with a dominant Turkish and Southern European ruling class). Upon the fall of the empire after World War I the Turkish Republic adapted a unitary approach, which forced all the different cultures within its borders to mix with each other with the aim of producing "Turkish" national and cultural identity. This mixing, instead of producing cultural homogenization, instead resulted in many shades of grey as the traditional Muslim cultures of Anatolia collided with (or had imposed upon them) the cosmopolitan modernity of Istanbul and the wider West. Thus, Turkish culture in many ways represents a continuum that bridges past and present.

Turkish (Türkçe) is spoken as a first language by over 63 million people worldwide,[7] making it the most commonly spoken of the Turkic languages. Its speakers are located predominantly in Turkey and Cyprus, with smaller groups in Iraq, Greece, Bulgaria, the Republic of Macedonia, Kosovo, Albania and other parts of Eastern Europe. Turkish is also spoken by several million immigrants in Western Europe, particularly in Germany.

The roots of the language can be traced to Central Asia, with the first written records dating back nearly 1,200 years. To the west, the influence of Ottoman Turkish—the variety of the Turkish language that was used as the administrative and literary language of the Ottoman Empire—spread as the Ottoman Empire expanded. In 1928, as one of Atatürk's Reforms in the early years of the Republic of Turkey, the Ottoman script was replaced with a phonetic variant of the Latin alphabet. Concurrently, the newly founded Turkish Language Association initiated a drive to reform the language by removing Persian and Arabic loanwords in favor of native variants and coinages from Turkic roots.

The distinctive characteristics of Turkish are vowel harmony and extensive agglutination. The basic word order of Turkish is Subject Object Verb. Turkish has a T-V distinction: second-person plural forms can be used for individuals as a sign of respect. Turkish also has no noun classes or grammatical gender.

Game Localization in Turkey

As the international demand for video games rises, successful titles depend on their adaptation to various cultures and languages in a slightly different way from other audiovisual creations such as films. These products tap into a very emotional activity within society: “play”. It is “play” that first bonds us to our own culture and history, to what we see as normal, fun, appropriate, or funny. Semiotics play a great part on this adaptation since the function of signs and symbols in natural languages can be significantly different from one culture to another, differences that extend from the syntactic layer of communication, to the semantic and the pragmatic one. Some of these disparities may be so small they are easily adaptable, but many other can be notably distinct or even contradictory, so translators may have a challenging task ahead because their input might require the alteration of the actual game in some cases.

Video games, unlike any other entertainment products, aim at motivating and challenging players at their own level and pace. They do this by various means, for example, a customisable avatar, an adjustable difficulty level, and a relative freedom of movement and interaction within the virtual world. The country and language of destination may also affect the game itself (Bernal 2006), especially when dealing with violence, historical events, foul language, or sex, since different cultures are more sensitive than others to these matters. But there is also what Sutton-Smith (1997:99) calls ‘counterludic identity’, which means that sometimes the country importing the game refuses to play them the way the exporting one does, putting more emphasis on their own way of playing. As a result, the same game released simultaneously in the United States, France, Germany, China, and Japan, Turkey for example, might show different features to adjust to fans’ expectations, as well as the various cultural and legal frameworks.

When games are more story- than action-driven, culturalising them can be challenging because of all the premises the designers are taking for granted in the development of the plot. Asian gamers seem to prefer more child-like characters, while Western countries might emphasize adult features. An example of the changes that are likely to happen during localization is Fatal Frame (Tecmo 2001). In the original Japanese version the female protagonist, Miku, was a frightened seventeen year old girl looking for her brother Mafuyu who disappeared after entering a haunted mansion. In the US and European versions Miku is nineteen, has Western features, and is not wearing the original Japanese school uniform. Unfortunately, developers did not think necessary to change her brother’s appearance, so when players do find Mafuyu at the end of the game they do not seem to be blood-related.

Translating games into Turkish can be a real challenge because you need to know the Turkish culture as well. Not only you translate a game in Turkish you convert the game in a way that the Turkish audience understands. This requires understanding and knowing Turkish culture and Turkish population.

A similar thing happens with the depiction of blood, and real historical events; many things have to be readjusted to fit the country’s tolerance and taste in order not to hurt sensibilities. This is probably one of the reasons why so many games take place in imaginary worlds. This customisation effort draws on the knowledge of geopolitical strategists, like Tom Edwards from Englobe. During the 2006 Game Developers Conference in California he explained the importance of being culturally aware when internationalising games in a presentation called “Fun vs. Offensive: Balancing the ‘Cultural Edge’ of Content for Global Games” (Edwards 2006). Both developers and publishers want to please their clients. Gamers are not particularly interested in where the game comes from, or who created it any more than someone buying a new car or DVD player. A product for mass consumption only keeps the branding features of the trademark; all the other characteristics might be subject to customisation due to the need to appeal to the local market. Therefore the translation will be in some cases an actual recreation, or, to put it in the words of Mangiron & O’Hagan (2006), a ‘transcreation’, where translators will be expected to produce a text with the right ‘feel’ for the target market. It is important for translators to be aware of the logic behind this. Video games are a software product, and as such, they will have manuals and instructions, as well as interactive menus and help files. This will call for technical translation. On the other hand, we will also find narration and dialogue closer to literary texts or film scripts where a more creative translation would be expected. However, unlike most forms of translation, video games can adapt or even change the original script, as long as it is in the search of enhanced fun and playability of the target culture. We can only find a parallel of this type of practice in the translation of children’s literature where professionals often adapt or alter the original text to improve children’s understanding and enjoyment of the book.

SCEE David Reeves, has stated that the main reason that Europe is often affected by significant content delays is because of language localization. He stated "the problem is that there isn't enough incentive for developers to work on multiple language translations during development. Hence, Europeans suffer delays and may never see a particular title". He also commented on why the UK and Ireland which are English speaking countries, also experience the same delays as those in continental Europe with many different languages despite little or no modification. He stated "With PlayStation Store we could probably go in the UK almost day and date. But then what are the Germans and the French going to say to me? That I'm Anglo-centric" indicating that the reason that these countries also must wait is to avoid criticism from other large European gaming countries such as Turkey, Germany and France.[1]
